Subject: [PATCH] Remove central-publishing-maven-plugin

Releases now stage with maven-deploy-plugin and upload the bundle to the Central Publisher API from the release workflow. The plugin's staging breaks on Maven 3.10: it leaves maven-metadata-local.xml in the bundle and Central rejects it.
