Move init functions to build tools and shrink image

Moving functionality out of wp-init.sh would remove the need for node on the image, reducing image size by ~100 MB.

That also doesn't belong here. Much better to focus this on a fine-tuned, flexible WordPress image and move file expectations and boilerplate into another project.
