Add New Zipcodes

The current database being used by the zipcodes module is from 2012.

In at least one case, we've noticed that one zip code—84009—which is in Utah, isn't in the database.

To fix:

1. A new zipcode database must be located and vetted;
2. Then transformed into the format currently used by this module;
3. Profit.
