cloudflare-integration-tests: port runtime binding suites to span streaming

Follow the porting recipe in the parent issue. Blocked on the runner helper sub-issue.

Bindings, build integration and the request handler. Mostly one file per suite, so this splits well across several small PRs.

Suites

• vite-autoinstrument/* (18 suites, the biggest block)

• workflows/step-context, durableobject/error, durableobject-scope
• Bindings: d1, r2, queue, cache-client, prisma
• integrations/http-server, http-server-small, http-server-ignore, http-server-filtered, http-server-disabled
• request-handler/subpath, basic, hono-sdk, double-instrumentation
• public-api/metrics/server-address

Twins

Fold public-api/startSpan-streamed back into public-api/startSpan once the helpers land.

Keep static trace lifecycle coverage

Keep one suite from this group on the static pin as the guard for the package, and name it in the PR.
