I picked this up using the api only, but i see the ui does the same thing.
When running the api, requesting token for admin@root fail first time.
Setting to admin@acme, tenant acme, token is received, then when changing tenant to admin, and admin@root a token is returned. without changing anything in scalar.
I ran first time now with Ui, and seems to be doing the same. Kinda hard to trap this, i think it might the that root admin is wired a bit different than superadmin and other sample/demo users. Not sure where to start invetigating this.
