There is a need to test acsys-python scripts "offline" without access to the control system. @tiamiceli @linhphambuzz

We'd like a way to ingest static and local data as though it were live data.
Describe alternatives you've considered
This can be done by users, but it's a common request and useful if integrated centrally here.
Additional context
Device, timestamp, and value seems like a reasonable data structure.
A future extension of this could include a parameter that allows for a static interval between datapoints instead of the deltas in the timestamps.
