CPT plugin & custom taxonomies for job board

In order to improve reach for new contributors, we discussed the idea of having a "job board". For this, we need a plugin for creating CPT with support for custom taxonomies.

CPT Requirements:

• chronological post type ("like posts")
• Title, Content, Custom Taxonomies

Custom Taxonomies

• working-group
  • hierarchical (category-style)
  • default "none"
• skills
  • non-hierarchical (tag-style)

Usage on fair.pm (for context)

• to be populated from GitHub repo at website-content/get-involved/job-board
• GitHub repo will get a template for creating new posts in that directory
• import to wp will be automated with markdown parser in Markdown parser plugin #90

This can be done without a plugin via https://github.com/PedalCMS/wp-cmf/ which is a composer library I maintain if there are no objections, The CPT & Taxonomy declaration can be added to the theme via functions.php

Whether the CPT is declared in a plugin or the theme is something I'm fairly indifferent to, but the code for setting up a custom post type is quite nominal, so it hardly seems worthwhile to add a plugin for it. We already have a handful of custom plugins, however, and I think it would be preferably to do that rather than mix custom post type declarations into our theme.
