CoreOS requires a fair amount of configuration, so using IoT would be preferable. However, the arm64 IoT-main-hardened build isn’t stable yet, which I tried and eventually gave up.

Apple released apple/container: https://developer.apple.com/videos/play/wwdc2025/346/. For the purposes of time synchronisation, a lightweight container with chronyd is much better than a full-blown OS.
