Update permission map for new/removed GitHub App permissions

GitHub App permissions have changed and PSModule/GitHub needs an update.

Based on the latest permission dump:

• Permissions where DisplayName is unknown (shown as name) should be added.
• Permissions with an empty Value should be removed from the platform mapping.
