Parse and Use Constants.xml

Currently we're manually adding these values. A lot of these values are shared by the client so changing one without the other can cause adverse side effects. If we parse and ingest this, we won't have this issue.

If we need to add custom constants, we make other CustomConstants for this.

Hey, I have a M2dparser (most functionality picked from Orion-Repacker2) and an XMLparser I'm actively putting together for a PR. Does this only have to cover constants.xml from Server.m2d (table/server/constants.xml) and Xml.m2d (table/constants.xml)?

I'm just trying to figure out if it has to be more complex to cover all types of xml structures for the other xml files within Server.m2d, Xml.m2d, etc.

PR #661 was merged into master, this issue is now resolved.
