This is not required for spack-stack-2.2 but won't hurt - it can go into develop before or after we cut the release branch.

The next major release of llvm, version 23, is planned for end of August 2026.
This is the first release that no longer marks do concurrent offloading to GPUs as experimental.
We will update the spack-stack site configs for Atlantis first and then add LLVM@23 options as required on the DOD HPCMP systems.
