Show Banner at bottom of instrument page

As a user I would like the information shown in the "banner" of the GUI to also be shown in the web dashboard, excluding write controls.

acceptance criteria

• banner contents are shown at the bottom of the web dashboard on an instrument's page.

Note: a bit of design work needs to be done here to either A) show it at all times (ie scroll with the page) or B) just place it at the bottom of everything else minus the page footer

I think (a) might clutter the screen too much on mobile devices? Leaning in favour of (b) probably, unless we do some clever responsive design stuff.
