Add temperature configuration for Stirrup scenario-suite runs

Stirrup agent runs currently do not expose a way to configure model sampling temperature from the CLI or scenario-suite runner.
Add a --temperature option for stirrup-agent and forward it from scenario_suite_runner when running --agent_name stirrup_agent.
