CA handling of variable sized arrays is broken?

At bottom, older version of CSS where Probe shows values of an array.
On top, current version that shows valid array data followed by zeros up to the capacity of the array, ignoring the current size.

Seems to be caused by changing https://github.com/epics-base/jca from jca 2.4.9 (OK) to 2.4.11 (fails to handle varying-sized array)
