[SettingsCard] Arrow icon should mirror in RTL #846

Describe the bug

The image below demonstrates the mismatch of appearance between the Community Toolkit Settings Card and the Settings Card as seen in Windows settings

Windows Settings on the left. Community Toolkit gallery on the right.

Specially for the arrow icon, having it face outward is far more visually appealing. The icon below is less important to mirror.

Steps to reproduce

1. Go to the Settings Card sample in the community toolkit
2. Toggle the flow direction

Expected behavior

The arrow icon should face outward, as seen in Windows Settings
