Allow enabling encryption while upgrading sku from developer to standard/premium

I'm using terraform to create App Configuration, but If I create developer version I can't upgrade then to standard/premium with enabled encryption. I get error:

Error:
performing Update: unexpected status 400 (400 Bad Request) with error: SkuFeatureNotSupported: The current SKU does not support 'customer managed key'.

To do this I need first change SKU and then enable CMK configuration. Is it possible to improve it?
